Lots of folks have serious debate over the "balance" of local outreach to emphasis and resources required by foreign or global ministry. This chart has been a helpful tool to distinguish the continuum of funds and number of participants vs cultural distance.
In short, the interpretation goes like this:
There is no biblical distinction between local and global evangelism, discipleship, and church planting.
However, you must note that local and global are commanded to be simultaneous, not sequential.
Practically, though, we get many people involved locally with much less commitment to training, tools, and specialization for far less dollars.
Likewise, it requires much more training, tools, and specialization and far more dollars to field the few who are called and equipped to do the radically cross cultural ministries.
Thus, we should not expect that balancing local and global outreach is a simple equal balance of funding!
